The 1 stands for the instrument you select to measure. For example, if you use a cup, then it will mean 1 cup fish sauce, 1 cup vinegar, 1 cup sugar, 2.5 cups hot water. My Mother use small rice bowls to measures but if you want to make them in small quantities then just use a tablespoon.</description>
